After a US–Israeli strike on Iran in late February triggered threats to close the Strait of Hormuz, JKM (the Northeast Asian LNG price benchmark) more than doubled from pre-conflict levels. Korea's state gas utility KOGAS had already reduced its Middle East LNG share from one-third of 2024 imports to below 15% by end-2025 — yet prices doubled anyway. This is not a new phenomenon: a Northeast Asian cold snap in January 2021 pushed JKM to its all-time record; Russia's invasion of Ukraine in 2022 produced an 80-fold gap between LNG's lowest and highest price in a single year.

These repeated price shocks have a common cause. Korea is structurally exposed to global fossil fuel markets. Diversifying import sources — **Energy Security 1.0** — cannot fix that exposure.

LNG power's "cost of fuel-price uncertainty" exceeds 100 KRW/kWh, more than three times its construction cost (<30 KRW/kWh). Fuel cost can balloon to five times construction cost. Even at a modest LNG price of $10.5/MMBtu (far below recent spikes), recent research finds LNG LCOE already exceeds that of renewables.

Korea's import mix has spread considerably since 2000: from 43.5% Indonesian concentration to a spread across Australia (25%), Qatar (19%), Malaysia (13%), and the US (12%). Total LNG imports grew from 15.24 Mt in 2000 to 46.32 Mt in 2024. The Middle East share fell from 31.9% to 29.4% — but the absolute volume imported from the Middle East grew from 4.87 Mt to 13.61 Mt. **The share shrank; the exposure did not.**

That is why renewables should be understood as a **security asset**, not merely a climate policy.

Korea is, paradoxically, the country that best builds the ships and infrastructure of the very energy order it must wind down. It is neither a simple victim nor a winner in control, but caught in multiple binds.

## Q3. But shouldn't we cut fossil dependence?

Yes. Renewables still carry supply-chain dependence in solar and wind equipment. But the quality of the dependence differs. LNG must be bought every month and is cut off when war hits, whereas solar and wind, once installed, need no fuel imports. Equipment dependence is a matter of investment; fuel dependence holds all of one's time hostage. The sun and the wind cannot be taken hostage at Hormuz.

## Q4. So what is Korea's strategy?

The real question is who sets the pace of the transition. Right now the US does. Korea's card is manufacturing technology. Korean shipyards build "alternative-fuel-ready" vessels that burn LNG now but can switch to ammonia or hydrogen later, and in 2023 Korea won the world's first four ammonia dual-fuel ships. Letting the owner choose when to switch fuel is, at the asset level, the power to set the transition's pace. Energy independence is not 100% self-sufficiency, but the power to control the speed of the transition yourself.

The dominant risk is transition risk: with Korea set to phase out coal by 2040, this plant, online only since 2025, would close well short of its economic life. Across scenarios that incorporate climate risk, the credit rating deteriorates from its current A+ to the BBB-to-BB range, and the most severe scenario projects the company sliding into D-rated, stranded-asset territory by 2039. With leverage already above 500%, rating deterioration compounds itself as rising funding costs feed further downgrades.
The implication is that an A+ rating should no longer be read as a clean bill of health. Investors should reprice the asset to its true climate-adjusted cost of capital, and policymakers should recognize that ambiguity in the coal phase-out timeline itself generates a risk premium that a concrete schedule would reduce.

Market reforms alone cannot fundamentally resolve curtailment. Structurally lowering must-run levels and minimum-generation capacity is the most direct and cost-effective way to expand renewable integration, strengthen system flexibility, and accelerate the energy transition.

The present national power supply plan remains heavily focused on short-term supply stability, maintaining a fossil-fuel-centered, centralized generation structure. This structural bias makes it fundamentally impossible to comply with or respond to international decarbonization frameworks such as RE100 (Renewable Energy 100%) and CBAM (Carbon Border Adjustment Mechanism), and serves as a root cause of declining international competitiveness for Korean industries.
